The Town of Oliver is considering awarding a short-term bylaw enforcement contract to Wayne Belleville.
Council will meet on Oct. 4 to discuss a recommendation by Director of Development Services Randy Houle to award Belleville with the contract from Oct. 11 to Dec. 31.
It is also recommended that Council rescind the appointment of bylaw enforcement officers Shilo Lyver, Emerald Lutz and Daniel Lyver.
The current contract expires on Dec. 31, so the Town must draw up a new agreement.
Houle said the existing contractor provided a 30-day termination notice on Sept. 10, which does not give the Town enough time to prepare a request for proposals and evaluate them for council’s consideration. Therefore, a contractor is required on a short-term basis.
Town staff negotiated an agreement with Belleville, who is currently working as a bylaw and animal control officer.
Houle said the new agreement is based on a $40 per hour rate, which is a significant increase from the $26 per hour rate under the current agreement.
But Houle noted that Belleville will be able to assume this role on short notice without training or orientation.
Houle said limited bylaw hours remain for this year (15 in both October and November and 50 in December). This means the increase in wage on the total budget will be minimal, he pointed out.
“Staff are of the opinion that working with a local, experienced officer who can step in right away will be a benefit to the community.”
The meeting on Oct. 4 will be held in council chambers at 1 p.m.
