As farm workers begin to register at Loose Bay campground today, the regional district assures that COVID-19 safety protocols are in place.

Up to 50 campers are expected to arrive at the site today, which is now being operated by district staff since the Loose Bay Campground Society dissolved on Monday due to COVID-19 complexities and liability reasons.

Former chair Allan Patton said they did not have the resources to meet the safety guidelines required, and quite frankly, did not want to take on any liability if someone were to contract the virus and spread it.

Kozakevich said the regional district is supporting the farming community to help prevent the spread of COVID-19 by jumping in to help.

On April 28, the regional district facilitated a conference call with stakeholders including Patton, the BC Fruit Growers’ Association, Town of Oliver, Interior Health, AgSafe BC and Oliver’s Emergency Operations Centre.

Kozakevich said plans are being finalized to ensure staff and campers at Loose Bay follow provincial health directives including physical distancing.

Measures at Loose Bay include: Signage on COVID-19 protocols; compliance enforcement by bylaw officials; regular cleaning of campground washrooms; the closure of kitchen and communal areas; banning of campfires; and plans for campers who require self-isolation or quarantine.

Kozakevich noted that agricultural workers are a designated essential service and providing accommodation for them is important.

Glen Lucas, manager of the BC Fruit Growers’ Association (BCFGA), said Loose Bay is not classified as an industrial work camp that falls under provincial regulations for COVID-19.

Lucas said regular farm accommodations in orchards are considered work camps with seasonal requirements (annual inspections).

He noted the BCFGA continues to clarify requirements for farm campsites and will be assisting growers in understanding and implementing common sense guidelines to prevent COVID-19 outbreaks. For example, ensure that workers do not attend work if they are sick, provide handwashing stations or hand sanitizer, ensure social distancing and smaller work groups to limit congregating.
