An Oliver resident has made a plea to Town council to let her keep a third dog on her property when the bylaw only allows two.
Ivy L. George addressed council on November 25 to ask that she be allowed to look after a third dog on her premises.
“I find myself before you because of my neighbours. They have lodged a complaint of me owning three dogs. I do not own three dogs.”
George explained that she is looking after Nelson, an aging beagle owned by her daughter in Calgary. She noted that Nelson is an indoor dog with special needs and is no bother to anyone.
George stated that Nelson’s owners are unable to care for him due to their jobs. “They both sacrifice themselves to help others in world disasters . . . I am both honoured and privileged to assist them by caring for their beloved dog.”
George said she loves Nelson and it would be detrimental to her health and her family if he was not allowed to remain in the home.
“I therefore implore upon you to please find it in your hearts to allow Nelson to remain in my care.”
Neighbour Grant Wheeler spoke in support of George, saying she keeps Nelson in complete control and does not allow him to run loose in the neighbourhood.
Councillor Dave Mattes said they would need more clarification of the bylaw before making a decision. He noted if the Town allows one person to keep more dogs than permitted, that “opens the gates” for everyone to bend the rules.
Municipal Manager Tom Szalay said the bylaw permits two dogs per residence, but the question is whether the resident “owns” or “habours” the animals.
