A zoning amendment to allow for the construction of a duplex in Oliver will go to public hearing on Nov. 28.

On Nov. 14 town council reviewed the application for 5847 Columbia Street where the applicant intends to build a duplex and vary the minimum rear parcel line setback from six to 2.4 metres.

Prior to adoption, town staff have recommended a lot line adjustment and easement to allow for vehicle and emergency access to the property.

Director of Development Services Randy Houle said the applicant is proposing to construct the duplex on the rear portion of the property. He noted this will complement the existing four-unit townhouse for a total of six units.

Houle said grass will be provided around the duplex, along with shrubs and fencing to provide a buffer for neighbours.

Houle said a six-foot privacy fence will replace an existing four-foot fence to mitigate possible privacy concerns.

The director stated that in order to provide adequate fire protection to the duplex, a fire lane must be constructed through a neighbouring property (5841 Columbia Street) via a registered easement. He added that a lot line adjustment must occur between this property and 652 Granby Avenue.

Houle said the proposal will add two additional rental units in close proximity to schools and other services. He also said the landlord will be there to manage any issues, noting there hasn’t been any to date.

In a letter to council, landlord Rick Antunes indicated there is a “desperate” need for housing in the community.

“As a landlord for 28 years I have not seen such a demand for housing.”

Antunes noted the ground-level duplex will provide needed housing for the 55 and older population. He added the duplex will not impose on neighbouring views, referring to the new privacy fence.

Grice questioned if there were any age restrictions, pointing to the reference about 55 and older.

Houle said although the development is envisioned for seniors, he didn’t believe there would be an age restriction for the new duplex.

Councillor Petra Veintimilla said this development is the best type of infill they want in Oliver.

Grice said the town wants to be more developer friendly instead of creating a difficult process for builders.
