A zoning amendment bylaw to facilitate a significant renovation project at Kiwanis Manor will be the subject of a public hearing August 8.
The Oliver Kiwanis Senior Citizens’ Housing Society plans to renovate the Kootenay Street facility by adding a shared kitchen, dining room, manager’s office, lounge, additional scooter parking, an elevator and two additional dwelling units on the second floor.
To achieve this, it is being proposed to amend the existing zoning from residential medium density to residential assisted living. The proposal also includes amending the Official Community Plan from medium density to high density residential. Variances to parcel line setbacks and on-site vehicle parking are also required.
The development of two new suites is what triggered the need for a rezoning, said Town planner Chris Garrish.
The housing society stated that the project will “greatly improve the livability” of the building and reduce energy costs. And the two additional units will “add to the much-needed seniors’ housing stock in Oliver.”
Garrish said the proposed renovation appears to further the objectives of Oliver’s Official Community Plan.
“The proposed expansion will provide additional opportunities for seniors to age in place,” he noted.
Garrish said the creation of two additional suites requires the provision of one additional parking space. But due to space constraints, this is not possible, so the applicant is proposing to create approximately 34 long-term scooter spaces, Garrish said.
Oliver Mayor Ron Hovanes said it is “cool” that the community still has a service group that is improving affordable and subsidized housing in town.
Councillor Petra Veintimilla said she loves the idea of the extra scooter parking.
The Town is seeking comment from Public Works on sidewalk requirements related to the project.
A public hearing is slated for August 8, which will give the public a chance to comment on the proposal.
