A recently released record of council resolutions from closed meetings shows former chief administrative officer Heidi Frank left her job after a performance review.
The release shows that on September 28 council asked the RDOS for a quotation to recruit a CAO. The same day, it appointed Chief Financial Officer Dave Svetlichny to the position on an interim basis.
Those decisions happened at a closed meeting, which the release says was held for a “CAO performance review.”
One day later, the Chronicle learned Frank had been let go as the Town’s CAO.
At the time, Corporate Officer Diane Vaykovich said she could only release limited information about Frank’s exit from the job because it was a personnel matter.
“We wish to thank Heidi for the work she completed in the last year and sincerely wish her well in her future endeavours,” said Mayor Ron Hovanes.
Section 90 of the Community Charter allows council to hold private meetings if the topic under discussion might reveal things like personal information about Town employees, legal matters or negotiations.
On November 23, as part of the Routine Release of Closed Resolutions Policy (council passed in 2012), it released a record of resolutions passed at those closed meetings, spanning from June 23, 2014 to October 21, 2015.
Along with snapshots from council’s decisions about its former CAO, the release provides a glimpse of some of the issues council discussed behind closed doors over the past year.
It shows, for example, that council accepted an offer to purchase the Community Services Building located at 6129 Kootenay Street for $185,000 on June 22, 2015.
It records a resolution passed June 8, 2015 in which council directed staff to officially terminate its agreement with Marshall Enforcement Services—which had been providing bylaw services in Oliver—and directed them to prepare an RFP for bylaw enforcement services.
It also revealed that council: negotiated extensively with the Oliver Hangar Association Society over the terms of its lease; decided on an official statement declaring Councillor Jack Bennest was not in conflict of interest; received an Audit Findings Report from Grant Thornton; and hired a realtor to help sell its property at 5895 Hemlock St.
