A “shadow study” has been completed for the proposed 19 unit townhouse development on two adjacent lots of 6819 and 6821 Cottonwood Drive which will see a second public hearing scheduled for next month. 

Following the Nov. 12, 2024, public hearing and Council meeting at which Council deferred third reading on the amendments until a shadow study was completed as requested by neighbouring residents to the development. 

That study was then undertaken and submitted by the developer. Because this constitutes new information for Council to consider, it requires another public hearing to be held which will occur at the council meeting of Feb. 11.

The proposed development consolidates two adjacent lots with different zoning and as such requires both zoning and community plan amendments to enable it to proceed. Opposition from area residents has been notable. 

In presenting to council Shannon Duong, Planner noted that while the proposal represents a “deviation from the existing single family dwelling pattern of development along the southeastern side of Cottonwood Drive,” it does abut land designated for Medium Density Residential use. 

She went on to say that the proposed amendments would “facilitate an expanded residential use via the consolidation and development of the subject property with the southwesterly adjacent property. In this regard, the proposal is generally seen to provide an opportunity to more effectively and efficiently use developable residential lands in the Town.”
